Introducing: Traffic Management Services (LB325)

On 1 May, Local Buy introduced our new Traffic Management Services Arrangement (LB325).
This was developed to provide Queensland councils and other approved purchasers with access to a panel of prequalified suppliers across the following three categories:
- Traffic management services
- Traffic management equipment hire
- Planning and approvals (e.g. traffic management plans and traffic guidance schemes)
TMS was initially introduced as a category under Local Buy’s Road, Water, Sewerage and Civil Works Arrangement (BUS270). However, due to an increase in council requirements, we expanded this category as a stand-alone Arrangement. This makes it easier for purchasers to identify these services and access appointed suppliers.
14 companies were appointed in the initial tender, and this number is expected to grow as suppliers realise the benefits of seeking appointment, particularly if council support of the new Arrangement is sustained.
Local councils use traffic management services (TMS) for a variety of reasons, including:
- Road construction and maintenance
- Public utilities construction and maintenance
- Major events
- Detour
- Road and bridge closures
- Temporary safety barrier installation
- Emergency & disaster response
All appointed suppliers have undergone a rigorous tender process, demonstrating that they possess the experience, accreditation, and compliances required for the service categories to which they are appointed. All providers appointed to the Traffic Management Services category are listed on the TMR Register of Traffic Management Organisations. Nominated Traffic Officers were required to demonstrate the requisite level of training and experience outlined in Table 5.2 of the TMR Specification MRTS02 Provision for Traffic.
These suppliers have also provided pricing schedules for the range of services and equipment that they provide. Purchasers can utilise the Arrangement to obtain period pricing to cover all engagements within a set period and form their own sub-panels if required.
Local Buy provides a Purchaser Conditions of Contract which functions as an engagement contract with any supplier you wish to work with. Purchasers do not need to negotiate terms and conditions with suppliers as Local Buy already performed this process when establishing the Arrangement. Purchasers have the option to use an alternative engagement contract if required.
As with all Local Buy Arrangements, purchasers can access LB325 through VendorPanel where they can view each supplier’s:
- Company profile
- Contact details
- Location of offices
- Amended Purchaser Conditions (if applicable)
- Insurance certificates
- Price schedule
- Categories to which the supplier is appointed
- Regions in which the supplier will operate
